Flying Car?

Well, it could be,  considering how many birds are on it. This car has been beautifully decorated by an artist, who clearly loves birds.
And this person is clearly very good, these are great pictures of birds!
It was parked outside of a house in North Berkeley, right above UC Berkeley.
